Η Βρετανία ως «φερέφωνο» της Τουρκίας στην Κύπρο: «Να δημιουργηθεί επιτροπή συνδιαχείρισης φυσικού πλούτου»
Η
Βρετανία συνεχίζει ακάθεκτη τη ζημιογόνα δράση της στην Κύπρο,
υιοθετώντας πλήρως τις τουρκικές θέσεις για το Κυπριακό και πιο
συγκεκριμένα για το ζήτημα της κυπριακής ΑΟΖ. Μάλιστα
σε μία επίδειξη πολιτικής αναισθησίας νουθετεί την ΕΕ να μην προχωρήσει
σε κυρώσεις καθώς όπως υποστηρίζει τα προβλήματα πρέπει να λύνονται με
διάλογο(!). Ξεχνώντας βέβαια να αναφέρει πως τα
τουρκικά γεωτρύπανα σουλατσάρουν με το έτσι θέλω στην ανακηρυγμένη ΑΟΖ
της Κυπριακής Δημοκρατίας συνοδεία μαχητικών και πολεμικών πλοίων. Συνταγή
Τσαβούσογλου, για σύσταση κοινής επιτροπής Ελληνοκυπρίων-Τουρκοκυπρίων,
με φόντο τη συνδιαχείριση του φυσικού αερίου και πρόσχημα την
αποκλιμάκωση της έντασης, πλασάρει σύμφωνα με πληροφορίες κυπριακών ΜΜΕ,
το Φόρεϊν Όφις, προτάσσοντας την ανάγκη «διαλόγου» και ζητώντας από
σημαίνοντες κύκλους της Ε.Ε. να βάλουν στο περιθώριο τις προθέσεις
επιβολής μέτρων κατά της Τουρκίας.
Όπως είμαστε σε θέση
να γνωρίζουμε, το Λονδίνο διατυπώνει τον ισχυρισμό ότι «ο διάλογος»
είναι η ενδεδειγμένη οδός προκειμένου να λυθεί το ζήτημα που προέκυψε
στην «ανατολική Μεσόγειο» και «όχι η λήψη μέτρων που θα μπορούσε να
οδηγήσει «σε ανεπανόρθωτη ζημιά» τις ευρωτουρκικές σχέσεις. Με
άλλα λόγια, το Λονδίνο επιδιώκει όπως η Τουρκία μείνει ατιμώρητη για
τις «έκνομες ενέργειές της», από την Ε.Ε., στην οποία μάλιστα σερβίρει
τις προτάσεις Τσαβούσογλου ως «μια λογική βάση» για λύση του ζητήματος
που προέκυψε. Και έχει προφανώς και την απαίτηση η Λευκωσία να τις
αποδεχθεί.
Σύμφωνα με πληροφορίες η Βρετανία κατέστησε
κοινωνούς των θέσεών της, συγκεκριμένα κράτη-μέλη, καθώς και επίσημους
της Ε.Ε. Εκδήλωσε παρεμβάσεις σε διπλωματικό επίπεδο, με προφανή στόχο
να φρενάρει την επιβολή ευρωπαϊκών κυρώσεων κατά της Τουρκίας ή έστω να
«ξεδοντιάσει» τα δρομολογούμενα μέτρα.
Στο πλαίσιο αυτό, Βρετανοί διπλωμάτες έθεσαν δύο επιχειρήματα προκειμένου να πείσουν για τη δήθεν «ορθότητα» των θέσεών τους: 1.
Υποστήριξαν ότι ενδεχόμενα ισχυρά μέτρα κατά της Τουρκίας θα
αυτοεγκλωβίσουν την Ε.Ε. σε μια διαδικασία που δύσκολα θα μπορεί να
ανακληθεί, με ό,τι αυτό συνεπάγεται για τις ευρωτουρκικές σχέσεις,
φροντίζοντας να υπενθυμίσουν και τη συμφωνία Βρυξελλών-Άγκυρας στο
προσφυγικό, που ως γνωστόν καίει τα κράτη-μέλη και κυρίως τη Γερμανία. 2.
Παράλληλα, διατύπωσαν τον ισχυρισμό ότι εάν ληφθούν ισχυρά μέτρα κατά
της Τουρκίας, τότε ίσως δημιουργηθεί η εντύπωση ότι η ελληνοκυπριακή
πλευρά αποκτά πλεονέκτημα, κάτι που σύμφωνα με τους Βρετανούςδεν
είναι βέβαιο ότι θα λειτουργήσει εποικοδομητικά τόσο για την εκτόνωση
της έντασης, όσο και για την επίλυση του κυπριακού προβλήματος. Οι
κινήσεις της Βρετανίας αντανακλώνται εν πολλοίς και στις τοποθετήσεις
της υπουργού Άμυνας της χώρας, Penny Mordaunt, η οποία ανέφερε ότι όπου
υπάρχουν διαφωνίες πρέπει να λύνονται με διάλογο. Σύμφωνα με τη
Βρετανίδα αξιωματούχο «όπου έχουμε διαφωνίες, αυτές τις διαφωνίες θα
πρέπει να τις συζητούμε(!). Αυτός είναι ο μόνος τρόπος για να τις
επιλύσουμε» επεσήμανε.
Τοποθέτηση η οποία έχει προφανώς την
έννοια της νουθεσίας για τον τρόπο με τον οποίο θα πρέπει όλοι να
αντιμετωπίσουν την εισβολή της Τουρκίας στην κυπριακή ΑΟΖ: Μέσω
διαλόγου. Άλλωστε, για τους Βρετανούς οι ενέργειες της Τουρκίας
λαμβάνουν χώρα κάπου αλλού, ή εν πάση περιπτώσει αόριστα, στην ανατολική
Μεσόγειο. Και σε κάθε περίπτωση όχι στην ΑΟΖ της Κυπριακής
Δημοκρατίας...
Οι κινήσεις του Λονδίνου εντάσσονται στο
γενικότερο πλαίσιο της προσπάθειας γκριζαρίσματος της κυπριακής ΑΟΖ,
κάτι που, είχε ως αποτέλεσμα το Φόρεϊν Όφις να επιχειρήσει αποδόμηση της
υποστηρικτικής -προς τη Λευκωσία- δήλωσης Μογκερίνι, αναγκάζοντας την
Ε.Ε. να αναφέρεται σε τουρκικές έκνομες ενέργειες «στην ανατολική
Μεσόγειο» και όχι στην κυπριακή ΑΟΖ.
Δεν είναι τυχαίο ότι ο
υφυπουργός Εξωτερικών της Βρετανίας, Άλαν Ντάνκαν, προέβη σε δημόσιο
γκριζάρισμα της κυπριακής ΑΟΖ (αφού συναντήθηκε με τον Τούρκο πρέσβη στο
Λονδίνο). Όπως βεβαίως δεν είναι επίσης τυχαία η γραπτή «διευκρίνιση»
του Φόρεϊν Όφις, το οποίο έριξε λάδι στη φωτιά και νερό στον μύλο της
Τουρκίας, προκαλώντας δικαίως θύελλα αντιδράσεων στην Κύπρο.
Την
ίδια ώρα, οι Βρυξέλλες επιχειρούν να δρομολογήσουν το πακέτο «επιλογών»
μέτρων, στη βάση κοινών προτάσεων της ΕΥΕΔ και της Κομισιόν.
Σύμφωνα
με πληροφορίες, οι υπηρεσίες της Ε.Ε. πραγματοποίησαν ήδη συντονιστική
συνάντηση, στο πλαίσιο της οποίας έγινε ανταλλαγή απόψεων επί διαφόρων
πιθανών μέτρων. Σύμφωνα με τις ίδιες πληροφορίες, οι αρμόδιες υπηρεσίες
«δεν θα καθυστερήσουν και σύντομα αναμένεται να υποβάλουν τις προτάσεις
τους», προς τα γραφεία του Προέδρου της Κομισιόν Ζαν Κλοντ Γιούνκερ και
της Ύπατης Εκπροσώπου της Ε.Ε. Φεντερίκα Μογκερίνι, που έχουν αναλάβει
συντονιστικό ρόλο.
Στόχος της Λευκωσίας είναι να υπάρξει απόφαση
για λήψη μέτρων από την Ε.Ε., «όσο είναι ζεστό το σίδερο», δυνατότητα
που παρέχεται στο Συμβούλιο Εξωτερικών Υποθέσεων στις 15 Ιουλίου ή στο
Συμβούλιο Γενικών Υποθέσεων, που όπως πληροφορούμαστε, αναμένεται να
ορίσει η Φινλανδική Προεδρία στις 18 Ιουλίου.
Επί της ουσίας,
γίνεται κατανοητό ότι τα δρομολογούμενα μέτρα δεν πρέπει να εξαντλούνται
στο πάγωμα προενταξιακών κονδυλίων και στον τερματισμό των συναντήσεων
υψηλού επιπέδου Ε.Ε.-Τουρκίας, κάτι που ήδη εξήγγειλε ο Επίτροπος
διεύρυνσης Γιοχάνες Χαν. Αν και τα εν λόγω μέτρα έχουν τη δική τους
σημασία και δεν υποτιμούνται, γίνεται κατανοητό ότι δεν μπορούν να
θεωρηθούν ως επαρκής απάντηση στην τουρκική εισβολή στην ΑΟΖ της
Κυπριακής Δημοκρατίας.
Είναι γι’ αυτό τον λόγο που θεωρείται
απαραίτητη η υλοποίηση της απόφασης της Συνόδου Κορυφής για λήψη και
«στοχευμένων μέτρων», τα οποία παραπέμπουν ευθέως και σε κυρώσεις, που
δυνητικά θα μπορούσαν να επιβληθούν κατά της ίδιας της Τουρκίας,
εταιρειών ή/και προσώπων που ενέχονται στις παράνομες γεωτρήσεις. Κάτι
πάντως που δεν θα γίνει αυτόματα, αλλά όπως επανειλημμένα δημοσιεύσαμε,
απαιτεί χρόνο (όπως και στην περίπτωση της Ρωσίας για το Ουκρανικό),
«αναλόγως και της κατάστασης επί του εδάφους», δηλαδή στην ΑΟΖ της
Κυπριακής Δημοκρατίας.
Το «στοίχημα» των στοχευμένων μέτρων είναι
εξαιρετικά σημαντικό, ενόψει και της διαφαινόμενης κλιμάκωσης των
τουρκικών έκνομων ενεργειών, με την παρουσία του δεύτερου γεωτρύπανου,
που όπως όλα δείχνουν θα επιχειρήσει σε πρώτη φάση στη θαλάσσια περιοχή
της κατεχόμενης Καρπασίας. Γίνεται κατανοητό ότι εάν η Τουρκία δεν
κληθεί να καταβάλει ουσιαστικό κόστος, τότε οι πιθανότητες πλήρους
αποθράσυνσης και επιχείρησης και σε περιοχές αδειοδοτημένων οικοπέδων
στην κυπριακή ΑΟΖ, δεν θα μπορούν να αποκλεισθούν. Κάτι που θα πρέπει να
συνυπολογιστεί κατά τη λήψη των αποφάσεων της Ε.Ε.
Το Λονδίνο
είναι κυριολεκτικά ασταμάτητο στην προσπάθεια εξυπηρέτησης των στόχων
της Άγκυρας κόντρα στη Λευκωσία, σε όλα τα επίπεδα. Όπως
πληροφορούμαστε, πριν από μερικές εβδομάδες, στο Στρασβούργο, ηγήθηκε
προσπάθειας κλεισίματος της υπόθεσης της Τιτίνας Λοϊζίδου, στηρίζοντας
την Τουρκία εις βάρος της Κυπριακής Δημοκρατίας. Προφανής στόχος ήταν η
εξουδετέρωση των θετικών συνεπειών της υπόθεσης Λοϊζίδου, αναδεικνύοντας
τη λεγόμενη «επιτροπή ακίνητης ιδιοκτησίας» του ψευδοκράτους ως τον
μοναδικό τρόπο επίλυσης του ζητήματος, κάτι που θα είχε αρνητικές
συνέπειες για την ε/κ πλευρά σε όλο το φάσμα του περιουσιακού.
Στην
ψηφοφορία που έγινε, 21 κράτη-μέλη του Συμβουλίου της Ευρώπης, με πρώτο
βιολί τη Βρετανία, τοποθετήθηκαν υπέρ του κλεισίματος της υπόθεσης
Λοϊζίδου, ενώ μόλις 5 κράτη-μέλη ψήφισαν εναντίον. Η υπόθεση Λοϊζίδου
δεν έκλεισε πάντως και «η παρτίδα σώθηκε» την υστάτη για τη Λευκωσία,
καθώς 19 κράτη-μέλη τήρησαν αποχή, με αποτέλεσμα η πρόταση για κλείσιμο
της υπόθεσης να μην συγκεντρώσει τις απαραίτητες ψήφους. Πάντως
είναι τουλάχιστον...ενδιαφέρον, πως μία χώρα η οποία έχει ψηφίσει να
βγει από την ΕΕ δείχνει τέτοιο ζήλο στο να επηρεάσει τις αποφάσεις υπέρ
ενός τρίτου κράτους. Μια φωτογραφία χίλιες λέξεις: Ακολούθησε το pronews.gr στο Instagram για να «δεις» τον πραγματικό κόσμο!Φυσικά
αυτή η «πικρία» της Βρετανίας οφείλεται στο ότι οι εταιρίες της έμειναν
εκτός κυπριακών πετρελαίων, όχι βέβαια πως τόσα χρόνια μας είχαν
συνηθίσει διαφορετικά.Άλλωστε μη ξεχνάμε πως η Βρετανία ήταν αυτή που
πρώτη μίλησε για δικαιώματα των Τούρκων στην Κύπρο, όταν ακόμα το νησί
ήταν υπό την κυριαρχία της.
