Calling himself The Maestro, he does whatever he wants, whenever he wants. This includes torturing a version of himself from the past, breaking his own neck, and forcing him to cheat on his wife. Not something we would do to ourselves, but hey, we’re not a crazy irradiated gamma monster...."

Turns out it was none other than kindly old woodworker Geppetto, who – along with an army of wooden puppets – had become the driven ruler of all fictional worlds...."

In Naoki Urasawa’s 20th Century Boys, The Friend starts as a “simple” cult leader… But using a “book of prophecy” – really just the scribblings of a bunch of kids in a notebook – he proceeds to kill a good chunk of the world’s population, and then takes over Japan. All of this, though, is second only to his ultimate plan, to destroy the entire world. Not gonna have much to rule then, huh buddy?..."
"...The final portion of the story takes place in a newly remodeled Japan, under the "Era of Friend", who has instituted numerous bizarre changes, including the establishment of an Earth Defense Force, reputedly to protect Earth from an imminent alien invasion, exiling those without vaccinations, and forbidding travel across regions, under penalty of death. During this time frame, Kanna, who is revealed to be Friend's daughter, leads an insurgency against Friend's government, enlisting the aid of numerous groups, including the survivors of rival gangs and mafia organizations. During this, Kenji, apparently also risen from the dead and carrying his trademark guitar, reappears.
The series spans several decades from 1969 to 2017, the last of which in the chronology of the series, becomes 3FE (3rd Year of the Friend Era). The series makes three distinct timeline cuts during the story; one from 1971 to 1997, one from 2000 to 2014, and one from 2014 to 3FE. Several parts of the series are also told in flashbacks to previous events as the characters attempt to unravel the mystery of who Friend is and how to stop his plans of world destruction; most of the character's childhood backstories through the 1970s and 1980s are told in this fashion...."

The ruler of the death planet of Apokolips, Darkseid is… Well, he’s not a very nice guy. His entire planet is devoted to destruction, death, and enslavement – and his whole life is devoted to finding the Anti-Life Equation, a formula that would allow him to enslave the entire Universe. Though he’s often stopped by the Justice League, he’s managed to hold on to ruling an entire evil planet pretty much since he was first introduced into comics. We’d say that’s a pretty successful dictatorship...."Darkseid has the Omega Beam and the Omega Effect and craves for the Anti-Life Equation...etc.etc..,

Mattis Claims US Military Force Authorizations Must Not Have Geographic Limits

WASHINGTON (Sputnik) — New US military authorization powers must not be geographically or time constrained in Afghanistan, Secretary of Defense Jim Mattis said during a Senate hearing on Authorization for the Use of Military Force.
Mattis and Secretary of State Rex Tillerson testified before the Senate Foreign Relations Committee on the AUMF amendments regarding current military operations. The Trump and Obama administrations cited the two AUMF resolutions approved by Congress following the September 11, 2001 attacks on New York and Washington, DC as the legal basis for US forces fighting terrorists in Syria, Iraq, Afghanistan and parts of Africa. However, members of Congress have claimed that a new AUMF is needed to satisfy a constitutional requirement that Congress declare war and not the president.
The House of Representatives presented a proposal earlier this month for a new AUMF that would authorize the use of American forces for five years against al-Qaeda, the Taliban and Daesh terrorist groups and any persons associated with these terrorist groups, but would require congressional approval to expand the effort to additional countries.
