MOSCOW, Feb. 27 (Xinhua) -- Russia
asked Ukraine to complete payment for Russian gas on Friday to
guarantee gas supplies in March, according to Russian Energy Minister
Alexander Novak.
"The payment should be completed Friday ... and we would wait
literally by the end of the week for these prepayments," Novak said at
the Krasnoyarsk economic forum held in Russia's Siberia.
He warned that in line with last October's agreements reached in
Brussels, supplies will stop from Tuesday if no money is received.
The minister confirmed earlier in the day that Ukraine's national
energy firm Naftogaz has transferred a gas payment of 15 million U.S.
dollars, which however can only pay for one day's gas volume.
Novak said Ukraine still needed around 2 billion cubic meters of gas in order to go through winter season.
"In fact (the volume can support Ukraine) by the end of March," Tass news agency quoted Novak as saying.
Meanwhile, Novak claimed that the cessation of gas supplies to Ukraine won't threaten Russia's European customers.
Recently, Russia and Ukraine kept accusing each other for violating the gas supply deal signed last year.
Russia's energy giant Gazprom insisted that Kiev transfer prepayment
money for further gas supply, while Naftogaz blamed Moscow for the
under-supply of gas from Feb. 22 to 26.
A trilateral meeting of the two countries as well as the EU is
supposed to take place on March 2 in Brussels to settle the problem.
Gas deliveries between Russia and Ukraine only resumed last December
according to a "winter package" deal reached after lengthy negotiations
and bargaining.
The package allowed the resumption of Russian gas supply to Ukraine
till March 2015 on the condition that by the end of 2014 Ukraine should
repay in two tranches 3.1 billion dollars of its outstanding debt of
over 5 billion U.S. dollars.
A leading environmental group has filed a lawsuit
against the Environmental Protection Agency, accusing regulators of
dismissing dangers about a certain chemical used in herbicides,
including Monsanto’s widely used Roundup. The lawsuit, filed Friday by the Natural Resources Defense
Council (NRDC) in federal district court in New York, argues that
an ingredient in the herbicide – glyphosate – has had devastating
effects on monarch butterflies, causing the population to halve
in seven years.

butterflies in their migration. The lawsuit states that federal
law requires the Environmental Protection Agency (EPA) to ensure
that the pesticides it approves will not cause “unreasonable
adverse effects on the environment, including wildlife.” The
suit alleges the agency never considered glyphosate’s impacts on
monarchs.
A year ago, the NRDC and other environmental groups submitted a
petition to the EPA asking them to review a large body of
scientific evidence showing the effects of glyphosates, but the
EPA did not respond to the petition.
In response, the EPA issued a statement saying it is taking
several steps to protect the butterflies, but that the science on
the issue "is still evolving."
"There are multiple factors that may be affecting monarchs
including loss of habitat, weather and pesticides," the EPA
said.
The orange-and-black spotted monarchs are renowned for migrating
several thousand miles across the US, Canada, and Mexico. The
Center for Biological Diversity said their numbers have fallen
dramatically in recent years. The lawsuit states the population
was tallied at one billion in 1997 and this winter was down to
56.5 million butterflies, the second-lowest number ever measured.
The suit seeks a court order forcing the EPA to evaluate
glyphosate's effects on monarchs and impose measures to mitigate
harm to the butterflies.
The US and UK are attempting to change the OSCE’s
existing mandate in Ukraine, according to Russian Ambassador to the UN
Vitality Churkin. His comments came after a closed-door UN Security
Council meeting on the ceasefire in eastern Ukraine.
During the meeting, Washington and London were trying to
“re-write” the Minsk agreements and somehow “lecture
the OSCE on what to do,” Churkin said, adding the ideas
proposed were “out of scope of the existing mission
mandate.”
One of the proposed ideas was for the OSCE to monitor the entire
Russia-Ukraine border. “There are Minsk agreements in place,
where the question of borders is explained. Why would this
question be brought up at the UNSC? All of this is probably to
add psychological pressure and divert attention,” Churkin
said.
Another issue raised was the type of resources the OSCE might
need, Churkin said. “...It is not the role of the UNSC to
discuss the supply [of] those resources, the OSCE Permanent
Council is charge of that.”
The UN envoy added that there have been calls for peace and
adherence to the Minsk agreements, but they were largely
overshadowed by out-of-scope suggestions.

National Press Club on February 11. Matlock served as US ambassador to
the Soviet Union during 1987-91. In his speech he describes how
President Reagan won the trust of the Soviet leadership in order to

Reagan’s meeting with Gorbachev did not rely on position papers
written by staff. It relied on a hand-written memo by Reagan himself
that stressed respect for the Soviet leadership and a clear realization

is not in the true interest of their country. The way to end the
conflict, Reagan wrote, is to cooperate toward a common goal. Matlock
said that Reagan refused to personalize disagreements or to speak
derogatorily of any Soviet leader.
Matlock makes the point that Reagan’s successors have done a thorough
job of destroying this trust. In the last two years the destruction of
trust has been total.

TEHRAN (FNA)- Iraq’s army has shot down two British planes as they
were carrying weapons for the ISIL terrorists in Al-Anbar province, a
senior lawmaker disclosed on Monday. “The Iraqi Parliament’s National Security and Defense Committee has
access to the photos of both planes that are British and have crashed
while they were carrying weapons for the ISIL,” Head of the committee
Hakem al-Zameli said, according to a Monday report of the
Arabic-language information center of the Islamic Supreme Council of
Iraq.
He said the Iraqi parliament has asked London for explanations in this regard. The senior Iraqi legislator further unveiled that the government in
Baghdad is receiving daily reports from people and security forces in
al-Anbar province on numerous flights by the US-led coalition planes
that airdrop weapons and supplies for ISIL in terrorist-held areas.
The Iraqi lawmaker further noted the cause of such western aids to
the terrorist group, and explained that the US prefers a chaotic
situation in Anbar Province which is near the cities of Karbala and

Spain’s left wing party Podemos is working to replicate the success
found by the Syriza party in Greece. The group gained support after
vowing to rework Spain’s debt deal with the European Union.
Dan Whitehead filed this report from Madrid.
Fed up with mainstream politics, Spaniards across the Iberian
peninsula are forming groups called “circles” to vote on the the left
wing party Podemos’ policies at a grass-roots level.
Thousands gathered in the Madrid plaza called Puerta del Sol in
January. Podemos has ignited a renewed passion for politics in Spain.
The challenge for the party, which is only a little over a year old,
is to figure out just how it would govern Spain if it wins the election
later this year. The party is also struggling to locate enough office
space to keep up with its rapid growth.
Podemos already has five seats in the European Parliament, with some
polls reporting 30 percent of Spaniards could vote for them in the
national election.
If Podemos is successful, they have promised to renegotiate Spain’s debts, increase wages and pensions.
With the Spanish economy now starting to show signs of recovery, some voters may withdraw their gamble on Podemos.

(Sputnik) —Chinese lawmakers have begun the second reading of draft
anti-terrorism legislation, after a series of separatist attacks in the
Xinjiang region, home to Muslim Uyghur minorities, the local Global
Times newspaper reported on Thursday.
Chinese authorities are seeking to suppress unrest in the turbulent
Xinjiang region that has killed more than 100 people in recent years.
China prosecuted Uyghur minority groups accused of committing
terror-related crimes under its criminal law. However, Xinjiang regional
officials decided the existing law was inadequate as some suspects were
involved in the international jihadists groups in neighboring
countries, Bo Xiao, Xinjiang legislator said in an interview with the
“China Daily”.
A
former NATO intelligence analyst has said that the crisis in Ukraine
stems from as far back as 30 years when the United States "deliberately
sabotaged" relations between Europe and Russia.
The
current crisis in Ukraine stems from as far back as 1986, when the
United States saw an opportunity to model itself as the new single world
superpower at the close of the Cold War and saw friendly Russian
overtures to Western Europe as a threat. Lieutenant Commander (Retd.) Martin Packard, a former NATO
intelligence analyst said: "The real ending of the Cold War was in 1986,
when the USSR's leadership resolved on a five-year programme to move
to a parliamentary democracy and market economy. The intention in Moscow
was to use that period to achieve a progressive convergence with the
EU."
Packard was writing in response to the publication of a new book,
'Frontline Ukraine: Crisis in the Borderlands' by Richard Sakwa,
in which the author argues that Mikhail Gorbachev saw the end of the
Cold War as a shared victory which might lead to the building of a
"common European home".
However, Sakwa says the US promulgated the idea within Europe that
Russia was a defeated nation that could be left isolated from Europe and
the rest of the world if it did not accept the US as the single world
superpower. He says it was the eastward expansion of NATO that lies
at the root of the current crisis in Ukraine. NATO's Eastward March
Historically, NATO — heavily backed by the United States — has sought
to spread its influence further eastward, despite an agreement
after the reunification of Germany, that it would not encroach on the
former Warsaw Pact nations. At the time, former Russian President
Mikhail Gorbachev was assured by (then) US Secretary of State James
Baker there would be "no extension of NATO's jurisdiction one inch
to the east".

Since then, the onward march of NATO eastward has continued unabashed

Lieutenant Commander Packard, in a letter to The Guardian newspaper,
said the failure to allow a Russian-European convergence in the late
1980s and the spread of NATO are at the centre of the crisis in Ukraine.
"There could have been huge benefits to Europe in such convergence,
but the process was deliberately sabotaged by US intelligence agencies,
working from the hypothesis that a tie-up between the EU and a
democratic Russia would pose a major threat to American long-term
economic interests.
"The chaos that we now have, and the distrust
of America which motivates Russian policy, stems primarily
from decisions taken in Washington 30 years ago."
Prosperous society task key to realizing "Chinese dream"
BEIJING, Feb. 26 (Xinhua) -- Fulfilling the task of building a
moderately prosperous society is a crucial step toward the realization
of the "Chinese dream" of rejuvenating the nation.
It is also one of the strategic objectives of Xi Jinping's
blueprint for China's future, the "Four Comprehensives", which also
includes deepened reform, the implementation of the rule of law, and
further strengthening of discipline within the Communist Party of China
(CPC).
Since he taking the helm of the CPC in November 2012, Xi has
travelled to more than 20 provinces, autonomous regions and
municipalities to speak about ways that a moderately prosperous society
can be achieved, including poverty alleviation and environmental
protection.
As Xi's trip showed, which took him to the developed eastern areas
and under developed central and western parts, the target is to improve
the living standards of the whole nation.
In addition to increasing income, a prosperous society needs a
healthy cultural environment, where people can live their lives to the
full, and law enforcement, justice and fairness must be upheld.
Fundamentally, the task is about development, with a focus on the
economy, society and equality, which is especially important as the
nation has entered the new normal of slower economic growth.
The dream is great and the obstacles are tremendous, as China is home
to 1.3 billion people, more than the combined population of the European Union, the United States and Japan. Not to mention about 80 million people who are still living below poverty line.
Achieving a moderately prosperous society will be no easy task.
Though it is of strategic importance, it cannot be achieved without
efforts to push forward the other three aspects of the Four
Comprehensives.
-- Deepening reform will propel the nation toward prosperity.
-- Implementing the rule of law will guarantee the modernization of governance while championing social justice.
-- Strengthening Party discipline will ensure the CPC leadership is firm and trusted.
KIEV, Feb. 26 (Xinhua) -- The Ukrainian Defence Ministry said
Thursday that the country's military forces are starting the withdrawal
of their heavy weapons from the frontline in eastern regions, as agreed
upon at the Minsk peace deal.
"Fulfilling the agreements reached in Minsk on Feb. 12, Ukraine today
(Thursday) begins the withdrawal of 100 millimeter caliber artillery
from the contact line," the ministry said in a statement on its website.
The pullout is conducted under the control of monitors from the
Organization for Security and Cooperation in Europe (OSCE), the
statement said.
The decision to withdraw the weapons came after a ceasefire in
eastern regions showed signs of taking hold in the previous two days.
According to Ukraine's military spokesman Andriy Lysenko, hostilities
between the Ukrainian military and pro-independence insurgents ceased
in most parts of eastern Ukraine.
However, Lysenko said that there were several attempts by the rebels
to seize Ukrainian positions near Donetsk and Mariupol cities in the
past day, in which four Ukrainian soldiers were wounded, but no one
died.
On Wednesday, the rebels called on the Ukrainian military to start
the pullback of their heavy weapons from the frontline, saying that the
insurgent forces had already withdrawn about 400 units in recent days.
The complete pullout of heavy weapons out of striking distance by
both warring sides is one of the key points of the agreement reached in
the Belarusian capital, which is aimed at ending the conflict that has
killed over 5,700 people.

Kerry will meet with his Russian and Iranian counterparts in Switzerland
next week over the situation in eastern Ukraine and nuclear talks with
Tehran, the State Department said on Thursday.
Spokeswoman Jennifer Psaki told reporters that Kerry, who is
scheduled to travel to Geneva next Monday, will discuss Ukraine and
other "regional issues of common interest" with Russian Foreign Minister

LONDON, Feb. 24 (Xinhua) -- British Prime Minister David Cameron
said Tuesday Britain was not supplying lethal equipment to Ukraine "at
this stage," but stressed the need for a diplomatic solution to the
crisis.
"We are not at this stage of supplying lethal equipment. We have
announced our series of non-lethal equipment ... which we have already
said we will give to Ukraine," Cameron told the Parliament's Liaison

Coast To Coast AM – February 25, 2015 Ancient ETs & Spiritual Evolution
Filmmaker, author and researcher, David Wilcock, discussed a variety
of topics including ancient civilizations and ETs, the secret space
program, Genesis & End Times, as well as spiritual information about
soul growth, ascension, and the evolution of consciousness. According
to his “insider” contacts, the secret space program has conducted
missions not known by the public, including a visit to the rings of
Saturn, which are a kind of ruins. What they found there were the
remains of gigantic rooms made out of glass-like material that were
designed for people 70-100 ft. tall, he revealed.
The aliens that built these rooms, along with a massive ring-like
project around Saturn, were descendants of a prison colony that were
banished to our solar system millions of years ago, he explained. Their
enemies became concerned that the rings they were constructing could be
used as a resonance-wave weapon to destroy any planet in the galaxy, so
they ended up demolishing their project, Wilcock continued. Back on
Earth, according to Wilcock’s contacts, there are many covered-up mound
builder sites in Canada that contain secret research– including stasis
bubbles with 24 ft. tall beings, some of whom have recently reawakened.
Further, Wilcock reported that around 100 enormous spherical ships
around the size of Neptune have recently come into our solar system. It
appears that four different types of beings from the ships have had
contact with Earth’s cabal, most prominently the Blue Avians– who are 8
ft. tall, have bird-like heads, and bodies covered with bright feathers,
he said. Yet, Wilcock reported that intelligent alien life is
essentially human, with their DNA differing at most 4% from ours.
Disappearance of MH-370

investigator who specialized in crash scene and forensic investigations,
James Sanders, discussed the latest on missing flight MH-370, as well
various theories about its disappearance, such as featured in the new
book “Someone is Hiding Something.” One explanation is that the plane
actually landed on Diego Garcia island in the Indian Ocean. But Sanders
doubts this because it would mean there was a government reason for
doing that, and news from the military base on the island would have
likely leaked out. He finds it more likely that the jet was taken to
either Yemen or Somalia for possible future use in a terrorist attack.
