U.S. Grants Ukraine Non-NATO Ally Status

Kyiv, July 19, 2014. The United States Congress passed a Russian Aggression Prevention Act (RAPA) of 2014, which granted Ukraine together with Moldova, and Georgia major non-NATO ally status. The legislation authorizes the transfer of military assistance to Ukraine, including the anti-tank and anti-aircraft weapons and small arms, based on the needs and the assessment of capabilities of Ukrainian Armed Forces, reads the document. It also encourages the U.S. government to share intelligence with Ukraine.

The Act was submitted by the expert commission and adopted by the U.S. Congress in two readings on July 17. The legislation stipulates the increase of the U.S. Armed Forces interactions and NATO security assistance to Ukraine, Azerbaijan, Georgia, Moldova, and post-Yugoslavia republics: Bosnia and Herzegovina, Croatia, Kosovo, Macedonia and Serbia.

In addition, RAPA encouraged the U.S. Agency for International Development (USAID), the Trade and Development Agency and the Overseas Private Investment Corporation (OPIC), the World Bank Group, and the European Bank for Reconstruction and Development (EBRD) to facilitate and promote assistance to Ukraine, Georgia and Moldova in terms of exploiting natural gas and oil reserves as well as fostering the development of alternative energy sources.

Notably, the document restricts the actions of all federal institutions, which are aimed at recognizing or supporting the annexation of Crimea by the Russian Federation. RAPA also endorses the development of democratic institutions, independent media, governmental and non-governmental organizations, as well as educational and cultural exchange on the territory of post-Soviet republics.

A number of times the government of the United States expressed its concerns over the growing military tension between Ukraine and Russia; however no sign of crisis mitigation was observed in the past months.
